Biography of Cornelius Vander Starr. In many ways, CV Starr’s life is a classic American story: a young man from humble origins who rises to the top of American business. But Starr’s experience is different. Interestingly, CV’s mother was named Frances Arabelle Starr, also known as Belle Starr, who was born in Tennessee in 1868. Mendocino County, California, where her mother and brother, Frances and William J. Hart (age 36 and a store train driver), live with him, as does a widower named Thomas Shelton and his two sons.
