Winners of the 2013 Green Card Lottery are registered by the Kentucky Consular Center in Williamsburg. Similarly, the number of people who enter the program from different eligible countries is also not the same and so an applicant’s chances of winning the lottery are based on the number of applicants from the country of which he is a citizen.

Applicants from countries with fewer applicants are most likely to win the lottery.
